When American and Coalition forces pushed Iraq out of Kuwait during Operation Desert Storm, the US Army, Navy and Marine Corps used what, by today’s standards, was an extremely unsophisticated and relatively new UAV – the Pioneer – for surveillance and reconnaissance. In all, about 40 Pioneers flew some 300 missions, observing enemy movements and locating targets for ships, helicopters and ground forces.

The Pioneer also claimed a unique place in history by becoming the first robot to which human soldiers ever surrendered. It had not taken the Iraqis long to learn that a Pioneer overhead meant a devastating bombardment was not far behind, so one group sought to avoid that inevitability by waving white flags at the UAV. Humans controlling the UAV from a ship in the Gulf saw them and directed human forces to take them into custody.

More advanced UAVs were put into service through the 1990s, leading to a second entry in the history books a decade later, in Afghanistan. On 7 February 2002, human controllers on the ground directed a Predator UAV to fire a Hellfire missile that killed a suspected al-Qaida leader. While technically no different than firing a smart missile at a distant target, it nonetheless marked the first time a lethal attack against a human had been initiated from a robot aircraft in direct sight of the target. It also was the first time a UAV was used to provide immediate battle damage assessment of its own actions.

Today’s UAVs cover a wide gamut of sizes and operations, from small, hand-launched aircraft used to look over the next hill or building to the Global Hawk, a robotic aircraft roughly the length of an F-16 fighter jet, with the wingspan of a 727 jetliner. In April 2001, the Global Hawk set a UAV world endurance record by flying 7500 miles non-stop from the US to Australia, although its maximum range is 12,000 nautical miles – halfway around the planet. It can fly up to 35 hours at speeds close to 400 miles per hour at altitudes up to 65,000 feet.

In the lab, engineers are working on the polar opposite of the Global Hawk – tiny UAVs the size of insects, with flapping wings, that could be sent inside buildings to become the proverbial “fly on the wall”, using miniature cameras and microphones to enable its police or military operators to see and hear what is going on before any attempt is made to storm a room or building.

One of the biggest problems facing potential UAV operations today is a lack of permission to operate in civil airspace – the National Air Space (NAS) in which manned, passenger-carrying aircraft fly. The US Federal Aviation Authority (FAA) and its counterparts around the world are working with UAV operators and manufacturers to set appropriate rules and regulations that might permit such operations – if only on a limited basis – in the future. The FAA already has issued limited certificates of authorization for some flights, primarily short-range trips between UAV manufacturing plants and military controlled airspace around the bases where they will be operated and spotters and search-and-rescue platforms during major forest fires and other natural disasters. While UAVs do have ground operators (pilots), they typically do not monitor point-to-point flight on a constant basis and usually have no “out-the-window” visuals (even if they did, there are questions about how camera views compare to human eyeball range, perspective, etc.). UAVs can, of course, be fitted with electronic systems similar to those in manned aircraft.

Many UAV engineers and specialists believe it is only a matter of time – perhaps less than a decade – before all of the regulatory concerns are answered and UAVs join regular aircraft in the air over major cities and in congested air routes worldwide. At that point, some note, the question will move from technology and regulation to personal preference and public acceptance: Will passengers board a jetliner that has no human pilot?
